SSN has been used to an old account, and the new one is limited
 

My business partner in America, He just got his paypal account restricted.

Paypal ask him to provide SSN or Tax id, when he tried, he got this message:

Social Security Number
Secure Transaction

The Social Security number that you have entered is assigned to another PayPal Business or Premier account. You may register your Social Security number with only one PayPal Personal Account and only one PayPal Business or Premier account.

Has anyone been to this before, I would be very appreciative if someone could share his or her experience about it

Could be identity theft.

He had put his SSN to his old paypal account . When this new paypal account got limited, paypal ask for SSN or Tax id. He got that message while he input his same SSN to the new account.

I don't understand what you're trying to say. He's used the SSN on an old account and PP is saying that it can only be used with one account. Seems straight-forward to me.
Is the old PP account still being used?
If not, why don't you just close the old account?

Yes, maybe I would suggest my business partner to close the old account because it is not as important as this new one.
