Yep, same with closing your Facebook account. :)

It's still there.. waiting for you. :)

All details are stored pretty much forever from my experience. You can make account changes, it doesn't matter, previous details are still there. Any input you have had on the site is logged and stored away safely.

Is this legal? I'm asking because Paypal sided with the buyer in a case where I shipped something, the buyer claimed "item was not received" and Paypal sided with the buyer causing my account to go negative. The problem was I could not find the tracking number until bout a few weeks after the case was closed.

You are either doing something very unscrupulous or you are thinking about it. Forgive me if I am terribly wrong.

Paypal NEVER deletes ANYTHING EVER. :nono:
This is how people from 10+ Years ago get linked. Its not illegal. These are their terms that YOU sign up to every time you make an account with them. Paypal is NOT government regulated, so they WILL LIE to get what they want.

Reusing information is NEVER a good idea and can/will lead to being banned

Paypal, if pressed, WILL forward your info to the authorities if requested. Especially if your past transactions add up. It takes ONE buyer to trigger a whole chain reaction in bringing you down.

A negative balance in your paypal account with your REAL bank account attached means that they have your REAL name.
