Can I add $ to pp w/o bank account or Moneypak

Hi, I just want to buy on EBay but this is my stealth account because other accounts all got closed. I can't link bank account. Can't get Moneypak because I am in Virgin Islands. Any other ideas how to get money into paypal account for buying?

Get Vanilla Visa and if not available locally buy on Walmart.com, they mail them. Not sure if will work in a US territory though.
