new accounts limited and money sent held
 
say i make a paypal today what is safest way to make sure that if the paypal is limited my funds i sent are not held and seen as unauthorized?

for eg i get 100usd today
tomorrow i send 20usd
other day 20usd
sometimes 3-4 days after the account is limited
all payments sent are shown as claims and it says unauthorized to the person i sent to.
