New with paypal?

So with my stealth accounts, the first time I request money from someone, it goes through with no holds, after that provided I take it slow, there are usually no issues. Now over the last few days, as soon as I receive a payment (non ebay sale), it automatically goes into a 21 day hold. Its happened twice already. Anyone else?
