Paypal Withholding limit??

Is it true that Paypal can only withhold a certain amount of money from you. I met a "Goldphish" that was selling on ebay and that month they made over $250 in sales which ebay was holding till the items were delivered or 21 days was up. When they made sales after that amount paypal just gave the "goldphish" the funds from the "Goldphish's" other sales that month. Is this true??

Yes they will hold funds up to 21 days for new sellers. The only way around this is to ship fast and build good customer relations

No it is not true. They will hold ALL funds, there is no limit to what value $$$ it is.
That person just got lucky.
They put the holds on new accounts to protect them selves against one hit wonders.
