Step 1:



Call PP and tell them you have changed your phone number and that you would like to update it, give them a new number you have and once they update it say thanks and hang up.



Step 2:



Wait 15-20min call PP again and tell them you are trying to make a $8 dollar purchase on eBay or etsy etc and that its asking you to verify the account by phone but its giving you the option to call or text your old phone that you have no access too anymore, the agent will then look at your account remove the lock and tell you to try and make that purchase again. (important) If you don't want to buy anything just tell the agent your sister took your laptop to starbucks or whatever and that if you can try later, the agent will then tell you sure that the problem is fixed and sometimes they will tell you that they will personally monitor your account to make sure the purchase goes through. Try it again in 30min and if it doesn't work call again but this time "DO" try to buy something inexpensive just to make sure the lock on the account is removed.



Fixed it with 6 accounts.

I found away to fix this issue with a gvoice account but i don't want to post the steps here unless GB makes this private. Just did it today with 2 PP accounts and worked both times for withdrawal and spending.
