eBay Suspended & PayPal Limited Forums - Log into USA PP account from UK?

Hi Guys, tried a search but could not find anything....

Could someone help out a newbie and tell me what i need to do with regards logging into a USA paypal account from the UK...

If paypal see its a UK IP address logging into a USA account will they limit or suspend the account?

Should i be using a VPN ?

Needs to be a carefully chosen VPN or VPS.

Will this be a new US PP or are cookies already in place?

Takes an intense google search - doubt anyone will put them out on the board...then the services will join the used/abused/blocked group :(
