Shipping Options in Paypal

I've got a couple customers that are repeat buyers and I just invoice directly through paypal, I've noticed when I go into paypal to ship their items that padded flat rate envelope is not showing up as an option for me. Is it not there for everyone or do I need to upgrade to that new paypal layout?
