Which UK call forward service will pass PayPal phone verification to confirm location Or what is the best way around it ?

Paypal requires phone verification? Never came across that one before. I usually just supply a random number on signup, never requires calling it.

Ebay on the other hand does verify upon first selling, but its not location based, a random number you have access to does the trick.

You can use a mobile number, vodafone works well and you can order free sim cards from their website.

Alternatively for a landline number - Soho66 works a treat
