I have same problem in past, I sent an email to paypal and received message:
"Funds withdrawal to a bank account usually takes up to 2 hours. In your case however, our records show that your withdrawals for $190 and $100 have been subjected for review which could take 24 to 72 hours. Hence, the transactions are still showing as pending. We apologise for the delay and any inconvenience this has caused.
If your withdrawals pass our review, the status of the transactions will change to 'Completed' and you can expect your money to appear on your bank account thereafter, but if not, funds will be reversed back to your PayPal balance.
We do not have the specific reason why a withdrawal is being placed under review by our system. Please rest assured though that this doesn’t mean we suspect you’re acting fraudulently. Keeping the PayPal environment secure is always our upmost concern so we try to identify unusual withdrawal patterns. Many banks and credit card companies work this way too."
