New? 21 day hold question

Lately on every new stealth account, I usually make business accounts, when I send an invoice it goes into a pending balance (would happen before occasionally, but not every time as it is now). I can get all future funds released immediately, but I have to receive an automated call to verify my account. My question is, how can I (can I?) get this verification process over with before my first payment on a new account?

Didn't you just answer your own question?
get the automated call.
The problem is finding a phone number/phone service that paypal would accept.

No I did not answer my own question. I'd like to have it verified before a receive payments. There is no option to that until payments are received.
