We can't send your payment right now
 
Yes, I know there are threads on this, however, nothing has worked. I do not have a VCC or VBA linked. I only have a confirmed bank account. What I have done so far:

1. Waited and tried again
2. Cleared cache and cookies.
3. Removed bank and account and then added again.
4. Had the person I was sending money to send me an invoice and to try and pay that way and nothing. Same error.

Dont mess with the cookies. Now you can probably look forward to "we dont recognize this device". When you get messages like this, you shouldnt go around changing, deleting, and adding info. You are just causing more alarms to go off.

You said you do not have a VCC on the account. Do you have somethign else inplace like a gift card or something. The VCC/CC/Gift Cards are used by PP for address confirmation.

Usually its a soft limit on the senders account.
Most of the time it happens when they have only just received the funds and has a hold for around 72 hours.

That usually goes away, just wait it out for a week or so or try sending to a different paypal / smaller amount

Bank account and VCC usually go together.

Amount being transferred may be a factor too. Is it high?


Suggest you stop fiddling like you said. You are running a high risk of being flagged and then limited.

So what am I supposed to do? The original amount was $400. I've tried several different amounts, including only $100. There is $600 in the account.

How old is the account? And is this the first time you tried sending an amount that large?

I would add a VCC first, confirm the 4 digit code, wait a few days, and if this is a newer account then send a smaller amount.

Never delete the cookies though. Even if this happens again, you want to keep those in place.
