I had this happen with a PNC account, but on another it didn't. When I emailed them they said I had to call in to resolve. I'd rather not. I'm guessing that bank account is considered burned/used right?

The pp is verified, and the eb has had the new mc999 called and lifted already, 10/1000 limits for months now. I'm not sure where to go now. I can sell on it, but I the paypal will probably never have my bank account attached, I would need to cash it out by some other means then.

I am having this issue with USAA. I had it on one account, got the message that the number wasn't registered in my name (brand new pay as you go). I waited a week, tried again and paypal didn't ask me to verify via phone.

Just tried again yesterday with different paypal and totally different bank account and had the same problem. I will wait a few days and then try again.

I doubt this will go away. I suggest different banks

Just encountered this for the first time.
I use the same bank account for all my accounts. Sometimes it hits and others it does not.
To mean this means it has nothing to do with the bank account.
Also, I noticed that if you attempt to add the bank account the following day it will go through fine - as long as youre keeping the cookies and flash cookies - in other words if youre using a separate windows user account for each account.
I myself just get the automated phone call - simple enough to get done.

This has nothing to do with the Bank Account, This is PayPal's doing.....Do not go open another Bank Account.....will get same problem.

Your right, it's paypal blocking certain banks from being fully used without verification steps, less money for vba sellers now since you can't just add the bank easily anymore.

This was on an account created in a portable browser within a new user account, with cookies intact.
