Ok i'm pretty sure Paypal is limiting me because of the bank account i added i am using my brothers but the name and address dont match

How can i go about opening a bank account for a stealth paypal?

Many banks accept mismatched names.
Dont involve family
Open a basic bank account or use an account never been linked to ebay or paypal before :-)

Are you using a vcc..coz if you are using the same card to confirm account, then it will be failing the avs check :-)

Yes i have a vcc what does the avs check do?
Also does this mean i can go into a bank and register a mis matched name under my address?

AVS is address verification system.
No...dont go into bank and register a mismatched name. Hell no :-)
Open account in real.details and link it to your stealth paypal. Your bank.account will verify your account...paypal dont see the names, just the.account number.
The.vcc is used to.confirm account and will pass the AVS check :-)

This is not why they are limiting you if you are doing it properly.

What's your creation method?

When you open a bank account it is done with your real details at your real address.

When you add that bank to paypal, you input the stealth details.

AVS can check statment, show expuse code when necessary, have same address with info which you provide, long time exp date. AVS will help remove limited in Confirm Location step (include Phone verify), and remove send and receive money.

Yes, you can reg a new bank with your info, just need stealth info to create paypal.
