OK, This isn't some "Glitch", they are implementing this on a lot of accounts, so there's no "Is it fixed yet" that can be answered. Even if you Call them, they may allow you to withdraw but they will continue to want to verify the account with a phone call. The only way to get around is.......Make sure you have access to the phone you intially added to Paypal.
