21 day hold, but payment says under review?

I got a payment from a buyer, of course in my account it says 21 days hold, but previous transaction had no hold, but now I got this email You received a payment - Ship Now and next to the transaction in my paypal account it says under review. Does this mean a hold will come off in 24 hours or do I just have to ship first? Just wondering since my first payment didn't have any holds. The buyer has a weird address in 1 country and another country so I'm thinking it's a hold. Not sure since I have the 21 day hold in my account notifcation?

Do normal transactions that you have to ship first have the under review next to it? I have never paid attention, just wondering?

Its just what its showing for the 21 days holds.

Ship your item as normal.

They will come off after at most 21 days. Make sure you mark it as dispatched and it will come off sooner.

Every transaction can be under review with the 21 day hold if PP chooses.

Pay attention moving forward is a good tip

I got told by paypal ( lack of customer) service that a 21 day hold account can also have 'Under reivew' on it as well.

I have found a buyer might have had troubles when that has been on mine.

Watch carefully untill all is ready to go.

I just confirmed for anybody else, my other payments say under review also ship now also, it's not a 24 hour hold just standard that it says under review and you have to ship until 21 days passes. Thanks for your inputs!, goodluck everybody!
