Can not link my Entropay credit card. How to pull out my money?

Hello!

I received money from one person on my Paypal account. Now I can not send to another Paypal. It is asking me to give credit card details. I have Entropay for this but Paypal doesn't want to accept it. I am receiving this message:

How can I add virtul credit card so I can pull my hard earn money?

Is this a US paypal account?
Is the account in any way limited?
Need more info on the situation.

1. Did you write down the VCC number, Expiration, CVV Code correctly?

2. Why are you transferring to another Paypal?

Info too vague.

Is that paypal yours or a paypal of a friend?

Amount and age of account would help too.
