payment from a stealth to a well established paypal account of a friend. not associated with me in any way.

which is safer, (less likely to be on a temp hold or scrutinized) sending as gift or a normal payment so they can take their fee?

Chance both might be risky.

cashing out. obviously waiting 24 hrs+ after sending before cashing out. friend's account is rock solid otherwise i wouldn't bother trying

While never a good idea to transfer back and forth...since you already seem to be doing it, minimize the repetition

Gift attracts attention 100% of the time because it circumvents paypal fees.

If you have a fairly robust and aged(year with many years being best)paypal account you can do a lot of things with minimal risk.

I pay my vendors(myself, but not related to me in anyway either) via paypal stealth accounts. I let the funds totals get fairly high 10-20K and always leave a grand or two as a balance. I also try to keep payments below $500 and at first $250.00 or less.

One more thing, I can handle/afford the risk. Everyone's situation is different.

PP loves fees so...cater to what they like then
