OK. This one for Paypal is new for me
 

I made two new stealth accounts within a few says. New user account on PC, new IP's for each, verified with bank account, confirm phone number etc etc. I received a payment on one of them. I get an email this morning that my account has raised concerns and my account is permanently limited. I just logged into the account to try an issue the buyer a refund and it miraculously says, my account access is fully restored. I didn't even do anything. lol.

And now, my Paypal is in classic mode...back to how paypal used to look a few years ago. Something isn't right here.

So the poster who said the account would again actually get limited, it did happen. However, they just wanted an explanation of what the payment was for and to confirm my identity with a phone call which I did and they removed the limitation. Now however, I am getting the "we can't send your payment right now" crap. I am just trying to send $24.

Wait 24 hours and try again to send the payment or create a payment link to who your sending it to using a pp code generator or have the seller send you an invoice

The invoice didn't work. I am getting the same error. I am going to try the other way.

Just wait 24 hours and try again. Sometimes an invoice gets it done or the pp link but not always
