The question is, why are you transferring money from friends and family?
So why are you now interested in opening a US Paypal, I'm gonna guess that you don't plan to withdraw the funds to a bank account, but most likely you plan to keep moving funds between paypals.

US paypal does not able to put my country bank account. so i have to transfer the funds from US paypal to my paypal then to my bank account. because i my paypal works for friends and family. when normal payments it takes 21days.

If money was sent personally by two people that know each other and both accounts are in a good shape, you may call paypal and ask them what to do to remove the hold. They will ask what was the purpose of the payment, and will remove the hold, if your answer will satisfy them. Or you may wish to wait 21 days, as calling PayPal sometimes causes suspension of an account.

Not good advice to call into paypal. You have big risk of limits happening.

Be careful of what you do.

I got a few 21 days hold with most of my new accounts..but they release the fund much sooner.. it all depends on the date of which the item is delivered.
