Uder Review - Is this normal for new account?
 
I have a fairly new Paypal account and when I receive payments it says "Under Review". Does Paypal really look at these trasactions?

How much was it in? High value payment initially, yes.

When you have 21 day payment holds it states "under review" now instead of pending or held.

Not sure why they reworded it but that's been happening lately.
I've noticed it on my accounts I create as well.

I noticed this once in a while after an eBay transaction and the 21 day hold has been lifted, sometimes a payment will go thru instant and than a couple minutes later will be held in PayPal and say under review, and If u look at the transaction in eBay its displayed as an instant payment no funds availability date, so it's PayPal that's holding and reviewing the payment
