Newbie here...sorry

1. i just got my new credit card mailed in today. What do i type in CC billing address in paypal for it to not link to my banned address?

2. Can i log into my new stealth ebay account with a old banned static ip? is it is safe?

3. Can i transfer money 40$ from a old BANNEd paypal account to my new stealth paypal? is it safe
