what does it take to be a verified paypal account.

I guess my question is:
Is a mobile number needed to be considered a verified paypal account. ?

In the UK adding and confirming a phone number to paypal will increase the %level that the paypal is verified to.

this doesnt answer my question is the account verified with just BANK and VCC ?

To a certain % yes, of course you need to add a phone number they may want to contact you by phone, has been known.

does a HOME phone work to be VERIFIED?

The home phone would potentially link you to previous accounts if you have used to before which you probably did on your first ebay account. Phone forwarding is an option that you could look at. Mobile phones are an option as well, landline can be diverted to mobile to give flexibility as well.

Paypal is verified with bank account - for simplicity purposes
