PayPal merchant

I wonder what will happen, if several accounts will use the same VPS provider, and pay for it's services by PayPal. Is it suspicious and a big NONONO?

Yes that's why it's advised to look deep into google for ones that possibly haven't been used and abused by banned users

So, if I use a merchant who is not in the "bad" list, it should be ok?

In general - you need to look for less-likely-to-be-overuse merchants so...true
