Cannot add vba

Is there any reason why I can't add a vba to my account now? I have been making stealths for awhile now and here recently I have not been able to add a vba "please try again later" I think this is paypals new thing that you have to call in. I just created the paypal account yesterday. Should I wait like a week?

it was metabank...I called in a luckily had enough information to verify that persons identity hahaha. For all those who are making stealths and adding vba's last month I made a stealth paypal..a week after i made it i had no problem adding my metabank vba. I guess I just tried too soon on this account. anyways good luck!

Crazy. Seems like you have to create it now and let it simmer for 30 days then add vba and vcc.
