What is a paypal confirmed account?
 

I thought by confirming your address on paypal with a debit/credit card the payments would be fine, but lately any payments I make are denied because some merchants say unconfirmed paypal account. They don't say unconfirmed paypal address only unconfirmed paypal account. What does that mean? How do you confirm a paypal account? I have a checking account attached and a debit card attached. I have made some payments fine and my account is old.

A confirmed PayPal should be broken down into five different categories:

Bank confirmed
Email confirmed
Card linked
Mobile confirmed

This will complete a full verified PayPal account from start to finish

You'll need to confirm the credit card with the $1.95 test charge, not just add the card.

If I say " I don't have any Cell phone ",and then confirm my LandLine number instead of that.do you think my account may become 100% confirmed?

Won't work! Because PayPal sends a Text message your phone for the first verification on the other hand eBay allows you to get a automated phone call or text message for it to be validated

He stated he did not have a cell phone and asked if he could use a landline? Look at my above post I said no will not work! Because they have to send a text message to a phone! ???

I've run into this problem too. I confirmed the vcc and it will still say please confirm your card. I think it only happens with mastercard vcc not visa
