What you mean by the account is locked?
I have had this same issue a few months ago and i even had a thread here asking for help. That issue is because of computer/ISP change, that's a fact.
I started using a new laptop when i hit on that problem, and it wouldnt allow me to withdraw/send/renew the phone number nothing. Then i thought maybe it's the cookies or something like that i got the old laptop and it worked right away.
