PayPal registration with different UK bank account in the same name

Unfortunately my paypal who was linked with my barclays bank account, has been suspended.
Can I open another paypal account by using my santander bank account using my mothers details?
Can paypal see beneficiary bank account name ?

It would be a much better idea to get a stealth account going

Using other peoples details is really not the way to go
