Fully verified business account can you be limited for...
 
If i have a fully verified business account with no limits or holdings on funds will I still get banned for moving money too fast?

Any account can get limited whether its 5 days old or 5 years old, fully verified or not. It all comes down to your perceived risk to Paypal. Of course, being fully verified and being an older account helps, but it doesn't make any account invincible.

If you're at the point where holds are gone then it means the account has a decent amount of activity, which is good. But you need to get into a habit with Paypal and let Paypal get used to your selling behavior. If you've only had small payments thus far, and then you suddenly get multiple large payments, or the quantity of payments significantly increases then you'll likely have issues. I believe Paypal calls it an "abrupt shift in business practice". You also have to be careful of draining the account too quickly - like unusually large withdrawals to not seem like you're trying to run with a large amount of money.
