Honestly I feel like this doesn't change much, I've had people dispute digital goods years ago before this was in place and paypal would often still side with the buyer even though I mentioned it was an intangible service

There are ways to still be covered as a seller when a buyer opens a pp dispute for INR and INAD and ways to appeal and win.
