PayPal payment review (24 hours )

I noticed that all new paypal accounts when they send money or pay invoice or buy something from a website, the receiver gets paypal payment under review ( 24 hours )!!

Anyone facing the same issue?

Usually this only happened to me for payments $100+

I have seen this, many many times. When a new account holder buys something from me, I get the PayPal notice that the payment is under review. Most of the time these clear within 24 hours.
