paypal not in UK + entropay vcc ?

Hi,

Let's say I have access to a valid ID of someone living in another country than UK, and I try to validate a paypal account with the name and address matching the ID (not in UK) by using an entropay vcc (UK).

Will paypal verification fail ? If it fails can the copy of ID solve the problem ?
