Can you send/receive w/unverified paypal without any verifications?

I just need to buy something online for like $25 or so and I don't really plan to extend usage of Paypal right now. Is that possible?

For instance, I don't need any-type of verification and I can use my unverified paypal to send and receive money?

I just need to buy a quick $25 item so can someone offer insight?

While you will be fine, chances are you will be hit with a 21 day hold on your first received payment meaning you would not be able to spend that $25 unless you wait 21 days or ship out the order with a tracking number on the payment you received.

i had an unverified account that got limited for having $25 sent to it. its worth picking up a prepaid card just to verify account.
