paypal issues?

so something odd is happening to my paypal, it seems i'm only able to buy things from ebay even though i have paypal balance available. i keep on getting "We're sorry,but we can't send your payment right now." error. I can't transfer my money either. I can only buy from ebay =(

Does the PayPal have a Bank/VBA Attached? And do you transfer from PayPal to Paypal?

yeah it has a vba and i tried to do a invoice from this paypal to my personal one maybe that was my issue. i mainly use my stealth on ebay anyways but i wanted to transfer like 20$ because i have a prepaid paypal linked to that one so i can transfer my paypal balance to my card
