Have Available Paypal Balance but "Can't Send Your Payment Right Now" Error

I have a VCC on it but not VBA. How do I make purchases with available paypal funds? It won't let me send anything to any retailers online. Seems to be a systematic problem. Please let me know.

Usually happens on payments you have just received.

It is a soft limit paypal put on.

It should be working after 72 hours.

It's usually because they don't trust you fully, stalling tactics in case buyer makes a complaint.

You can usually send payments right after receiving payment.

The only thing you can do is try a lesser amount, or wait
