Paypal Scammer Getting Away??

There are bunch of seller scams going on both ebay and paypal. I don't understand how this scammers benefit from these wrongdoings. Doesn't ebay and paypal both have 21 day hold?. Usually, that's more than enough days to open a dispute. even then, Paypal has become more strict, and now asking for SSN or proof of address to open accounts or receive payments.

Paypal do NOT ask for SSN to open accounts. Whoever gave you that information is wrong.

My friend tried to make a paypal account, it asked him for SSN. I don't know, it might be his ip address. His other account is limited.

You are doing something wrong, try skipping that part if it asks because you do not need ssn to open an account. Maybe if you are trying to open a business paypal
