Business account and Accepting credit cards

Can anyone help me understand the credit card thing on the business PP account? I see that PP says you need a business account to accept credit cards but when I go to my eBay listing, it has those little logos of VISA, etc. next to PayPal under the payment methods section. Am I able to accept CC's now? If so, why should I upgrade to business?

If anyone can accept credit card payments, why do people upgrade to business accounts?
