Do those reloadable debit cards have a routing/account number?

I'm only going to test this bankcard. If a US bank card doesn't work, I'm fairly certain none will, probably due to the "13 digit account number" factor. I'm guessing paypal would have a simple filter on this: If account number length is greater than 10 digits, reject.

Would make me wonder if there's a banking agreement/convention that assigns 13-digit length account numbers to reloadable debit cards, so that merchants/processors(i.e., paypal) can tell.

business accounts are your friend. Run out of banks in the local area, make another business and go open in the same banks with the 2nd business.
