I've had similar recently but I think it's a PP glitch as someone above suggested - I also think this glitch is triggered by user cookie. Perhaps some over zealous paypal bot thinks your cookies are expired.
What I did was move over to a laptop which had been on for a few days and the transaction completed smoothly.
Swiveled back to desktop out of curiosity but had same problem on the desktop. IP and PP account were same. Just different cookie lifespan.
