I've had similar recently but I think it's a PP glitch as someone above suggested - I also think this glitch is triggered by user cookie. Perhaps some over zealous paypal bot thinks your cookies are expired.
What I did was move over to a laptop which had been on for a few days and the transaction completed smoothly.
Swiveled back to desktop out of curiosity but had same problem on the desktop. IP and PP account were same. Just different cookie lifespan.

This is exactly what is going on. No option to even verify the original number, and the PP representatives seem clueless.

actually everytime I talk to them their always like oh im so sorry for the wait blah blah my computers blah blah running slow. in my mind im like is it your computer or you buddy?

This is a common problem. It is their random security feature and paypal is aware. Send paypal a message via email and they clear it for u.
