When the bank sends you a new debit card
 

I have a debit card that was on a banned account. The debit card expired and I was sent a new one and the last 8 digits on the card are different. Can this card now be used on a new Paypal account?

From what i know a debit card is to verify the name on the card and the address connected to it. They are just trying to get a better idea of who you are. This is why you should use gift card. You can register any name and any address. But yes, the name should link you not the number.

Just get a Gift Card.....why make it harder than it is.

They cannot see the name on the card.
BUT
The card needs to pass AVS (address verification system) meaning you'll need to use your real address with it which will result in you getting linked.
As others have entitled your best bet is a gift card.

Are you sure about that? I have worked with systems that did AVS and although they asked for a full address only the zip code was used for verification similar to the way it is done at the gas pump.
