My brand new stealth with VBA has no 21 day delay notification. Money was made available right away. I did not attach VCC.

Is this an error or normal?

My 63 day old not so stealth stealth account had every other payment without holds a few weeks ago. Now back to full holds.

Sometimes the name and address or verification can make holds come off sooner but rarely never applied.
