Can I use my mobile device to log back into eBay and PayPal if I have already gotten a new iphone and the Mac address and everything is different?

Sure... but remember stick to the browsers on that device and not the apps. Once you use the eBay/PayPal app, it's locked to that device unless rooted.

Great so that means i can use the apps then because i got a whole nother iPhone that never had ebay or PP on it?

Im not sure if i can or not, if i backed up my iPhone info from iCloud
