Paypal and 21 day holds

I've had my account for over 90 days. I've sold nearly $2000 in merchandise and I've completed about 80 transactions. Ebay/Paypal is still giving me a 21 day hold. Will they ever stop?

Yes. Eventually.
It can take longer sometimes though and theres no way to know when they'll remove those holds. Mysterious are paypal's ways...

Actually that's not true. This link states exactly what you need to get the holds off.

"It's been more than 90 days since your first successful sale" it's 90 days since the first sale, not from when the account was created.

I sold one item a little over 3 months ago. i called them and they lifted the 21 day hold without any other questions...

Actually it IS true.
Ive had plenty of accounts that met those minimum requirement and the holds were NOT removed. The transactions were perfect and the accounts had no defects and no disputes.
Those are MINIMUM requirements. Fulfilling them guarantees nothing at all.
