Do paypal still do payment holds?

Im looking to receive around 4,000GBP in my paypal account soon.

Ive had my ebay and paypal account set up for around 3-5 months (not too sure exact date)

and I dont want to receive these funds for paypal to put a 'hold' on it

If there was no history of sales it doesn't matter how old is your account. however even if it's an old one because you received big sum they still may would hold money for up to 21 day.
