Is a dedicated/fresh IP essential when just purchasing?
 
I wish to create a US PayPal simply to make purchases to my USA mail forwarding address. (If only I was able to add this address to my UK PayPal!)

I understand that, if you plan on selling, a fresh/dedicated IP is essential. But what about just purchasing?

People say to stay away from PureVPN etc... as they are shared but does that really matter when you have a buyers account (not sellers)?

You should generally be fine is your using a UK IP for a US buying account

Start using Nigerian ones and you may have issues

Really?

I thought I would need a US IP if the account is US based. I could use a UK dongle if you think that won't cause problems?

I have not had issues using UK accounts in the US and vise versa for just buying in the past. They were a year old account mind you

Why cant you add your usa as
Address? Are you not purchasing through ebay?

Ive never had problems with ip either doing this.

No, the purchase is from an off-ebay website. He will ONLY take PayPal and does not ship directly to the UK.

Unable to add US address to UK PayPal.

So my only option is to create a US PayPal account with a US address. Just need to know if they check IP addresses on accounts that don't sell.

Can you not just check out as a guest on the US PayPal?

I could risk checking out as a guest but I've heard on the forums that the payment could either be held or be returned as PayPal don't like Guest Checkouts for large amounts.

I plan on spending at least £300 in one transaction, possibly a little more. I'm concerned that because it's definitely over £100 (or $100), they won't accept it.

So you can use the guest. If it get returned then buy another method. No risk.

So, use Guest Checkout, and if it fails, sign up for a PayPal account and do it that way? If I needed to eventually open an account, would I be able to use the same info I've been using a guest?

Are there any drawbacks to the guest checkout? Like, is it possible to open a dispute if needed?

Yes you can can the guest checkout if you signed up. If you used a new card paypal even offer to fill your payment history into your new paypal account that you used guest check out with.

As far as i know there is no buyer protection with guest check out. (But that could be just ebay related not sure)

On PayPal you do get buyer protection when checking out, but to use it you have to make an account with the email address you used to check out as a guest and it can be a PITA

I would STILL SUGGEST you to check if its blaclisted. If that IP has been previously used for such things as hacking or carding, you moght not get the goods, even though the possibility is very low
