You can verify the paypal account without verifying the phone number. You can get it up to 80% which should work fine.
Just list the phone number as a homeline - those cant get SMS messages anyway so it doesnt look out of line.

You can use instanumber if you have a iphone. other way is get a google voice account with phone added.

Mostly, but eBay hates them. You will get low limits or even the infamous 0/0 on 95% of all accounts using Google Voice, or those burner phones apps.

Why not buying prepaid? Do the same in NL, can buy them for 1EUR each.
