IMO - Only if they offer dedicated IP addresses that have never been used before.
Otherwise you have no idea who else has used those IP addresses.
Not to many offer dedicated IP addresses unfortunately.

None of those big companies are a good choice to go with generally speaking, especially not ipvanish they just give you shared ips and share those same ips between millions of users / chances of those ips being already being used & banned for ebay/paypal are extremely high

Forget these cheap popular sites. OP, if you are based in the US - dongle, cellphone tethering, other dynamic IP providers are good options.

If you can spoof your router's MAC or get a VPS instead. Those would be far better options to go with.
