Actually buying an account wont prevent paypal from tracking him.
Following proper stealth techniques and principals will help prevent that problem.
The thing is - you dont really want them to not track your PC device. You want them to be familiar with one single device that youll use the paypal account on. For this youll create a new windows user account specifically for use with that paypal account and only that paypal account. This way paypal will be familiar with the device youre using and you wont get the account linked to any others.
