only paypal knows and they don't tell you the reasoning behind it and then when payment is successful after trying 72hrs or a week or a month they limit you right away it just seems strange no matter what

Many possibilities exist - both on paypal server side and on client side. I think it's kind of an exercise in exasperation to analyze all variables.

My opinion is that it has to do with the history of the account.
For the first few transactions they would look more at the IP address and the nature of the transaction itself (amount, who the recipient is, etc). Later on the transaction history becomes more important.
Im sure its more complex than that and that other factors would also play a role but I believe this one is the most important one.
